David V. Botley, Founder & CEO
Dave has a diverse background in construction, sales and business management. Based on years in CEO management roles with other companies, Dave continually and very strategically hones his craft of alternative concrete treatments. Dave’s innovation and commitment to operational and financial strength have allowed him to build ICS from the ground up since 2001. “A company is only as strong as its employees and partners in the industry,” Dave routinely says. The ICS team embodies this philosophy each day. As a result of being very customer-oriented, Dave provides all clients with superior products and services, while completing projects on time and within budget. Born and raised in Lincolnville, Maine, Dave is married and travels from the USA.
Chip Marshall, Vice President
Chip joined the ICS team in November of 2006. With extensive knowledge and workforce experience, Chip oversees all of ICS’ project management duties. He graduated from Towson University and is a current resident of White Hall, Maryland. Chip enjoys hunting, fishing and cooking and travels from the USA.
Dawn Adkins, Office Manager
Joining the ICS team in 2006, Dawn is responsible for managing all administrative operations. Dawn coordinates various project-based operational and regulatory requirements, as well as manages back office functions such as accounting and payroll. Dawn studied at Harford Community College and enjoys spending time on Maryland’s waterfront.
Jenna Blanford, Administrative Support
Joining ICS in July of 2015, Jenna is responsible for office administration and estimating assistance. After four years in the Navy and prior work experience lending administrative support for a construction company, Jenna excels in her current position. Jenna graduated from Key West High School in Florida in 2008 and enjoys traveling and spending time outdoors.

Victor joined ICS in 2004. Majoring in Business Administration and minoring in Finance at West Virginia University, Victor developed a strong background in sales and team management skills. Achieving Suma Cum Laude recognition in college quickly readied Victor for a leadership role, allowing him to oversee all aspects of internal office continuity among the ICS team. Leading by example, Victor is able to guide office and crew members through various parts of detailed projects, while showing a true commitment to exceeding client expectations. Born and raised in Lincolnville, Maine, Victor is married and travels from the USA.
Michele Botley, National Sales
Joining ICS in February 2014, Michele has over 25 years in sales experience. After studying Business at Villa Julie College, Michele gained a strong expertise in mortgages sales, and was more than capable in translating her skillset to the construction industry. Having excellent client-based relationships, Michele thrives on genuine care and comfort. Michele enjoys both cooking and tasting cuisines of all kinds. Michele is married and travels from the USA.
Cory Flohr, Project Manager/Estimator

Cory joined the ICS team in 2012. Graduating with a degree in Business Administration with a concentration in Marketing from West Virginia University, Cory earned Suma Cum Laude recognition. He brings a sharp awareness of customer needs and operational balance to the ICS team. Cory owned and operated a small business while living in Morgantown; during this time, he mastered the art of customer experience, organizational communication, problem solving and project management. Cory is a relationship builder; it’s what drives his passion for business. Cory was raised in Harford County, Maryland and travels from the USA.
Tom Vickers, Foreman

Tom was acquired in 2013 after prior experience as a mason tender where he performed block work. With his unique ability to lead, mentor and train, as well as his excellent concrete applicator skills, Tom earned the title of foreman, giving him managerial duties over entire site crews for ICS. A 2005 graduate of Amelia High School, Tom loves spending time with his family and travels from the USA.
Chris Kilgore, Foreman

Chris has been with the ICS team since 2011, and uses his excellent hands-on technician-type skills to lead his crew by example. A former employee at The Mill, where he operated heavy equipment and machinery, Chris is able to use his experience to orchestrate effective work plans for ICS crews. A Dorius Academy graduate in 2011, Chris enjoys hunting, four-wheeling and farming on the Pennsylvania countryside.
Tim Stouffer, Shop Manager
Joining ICS in February 2013, Tim has more than 30 years of experience in the construction industry. Tim is responsible for all equipment and facility maintenance, transportation and general shop tasks. Additionally, Tim is charged with inventory responsibility, allowing ICS to remain relevant in the industry from an equipment standpoint. A well-rounded, hardworking individual, Tim is a team player and a tremendous asset to ICS. Born and raised in Baltimore, Maryland, Tim attended North Harford High School. He is married and travels from the USA.
